Originally funded by Congress in 1997 with the understanding that local problems need local solutions, the Drug Free Communities (DFC) program now supports over 700 drug-free community coalitions across the United States. As a cornerstone of ONDCP's National Drug Control Strategy, DFC provides the funding necessary for communities to identify and respond to local substance use problems.

2010 DFC Request for Applications Now Available

ONDCP, in partnership with SAMHSA, is pleased to announce that the 2010 DFC Request for Applications (RFA) is now available for review and response.
Download the RFA from the DFC site. You can also access it through SAMHSA's Web site and through Grants.gov. We have posted an online workshop and PowerPoint slides to this site to support you in responding to the 2010 DFC RFA.

To assist you in recreating the tables, charts and other supporting documents in your response, you can access a Word version of the RFA.

The DFC Program funds community coalitions addressing youth substance use. Any coalition, that meets the statutory eligibility requirements may apply for DFC funding. In responding to the 2010 DFC RFA, please ensure that you carefully read the statutory eligibility requirements to determine if your coalition is eligible. All eligibility requirements must be met in order to move forward to Peer Review. Please do not wait until the last minute to get your eligibility requirements secured for your application.

This year's RFA is comprised of 18 narrative questions that seek to understand an applicant's current standing as a healthy coalition and its ability to be a successful DFC grantee. We encourage you to remember your audience and write your application for one of your peers to read. Tell your story through relevant data and create an understanding of how the DFC Support Program funding, should your coalition receive it, will assist you in leveraging resources to address youth substance use.

We have posted an online workshop and PowerPoint slides to this site to support you in responding to the 2010 DFC RFA. In addition, ONDCP and SAMSHA are hosting a workshop in National Harbor, MD. The workshop will begin at 8am with registration and end at approximately 1pm. Native American/American Indian Support Sessions are also being held from 2pm-4pm. There is no fee for the workshop itself (coalitions are responsible for travel costs) and they are NOT mandatory in order to apply for the DFC grant.

2010 DFC Request for Applications Workshops

Native American/American Indian Support Workshops have just been added to the Salt Lake City and National Harbor sites. For more information, scroll down.

The Drug Free Communities Support Program will host a Request for Applications (RFA) Workshops for the 2010 grant cycle. The workshops are OPTIONAL and attendance is not required in order to submit an application. There is no registration fee for the RFA workshops, but participants are responsible for travel, accommodation and food costs for the RFA workshops. All workshops will begin with registration at 8am. The workshop content will begin at 8:30am. We will complete all workshops by 1pm. If you are attending the Native American/American Indian Support Sessions in National Harbor (Washington, DC), those workshops will begin at 2pm and end at 4pm.

Before coming to the RFA workshop, please read and re-read the RFA and be prepared to receive technical assistance on the RFA ONLY. 

In addition to the "live" workshops listed above, ONDCP and SAMHSA had provided a replay of the workshop to view.  In order to be sensitive to the travel costs, as well as restrictions on travel that many are experiencing at the time, coalitions can access the workshop online.  The only part of the "live" workshops that will not be available online are the "famous" index card question and answer sessions.  This is where participants are able to write their questions and have them answered by the ONDCP and SAMHSA staff on-site.

We are estimating that 150 grants will be awarded in the 2010 cohort of DFC grants.  This includes both Year 1 and Year 6 grants combined.

If you are currently (FY2009) a Year 5 grantee, you MUST complete a competitive application for FY2010 in order to be considered for the 2010 funding cycle.   Those competing for the first time (Year 1) and those competing for Year 6 compete on equal ground and no precedence is given to those who have completed a grant cycle already.

Within the RFA, you will find technical assistance contacts at SAMHSA.  Please use those contacts once the RFA is published to ask questions related to its content.  If you need technical assistance related to coalition functioning and/or the Strategic Prevention Framework, please contact Kristy Miller at CADCA's National Coalition Institute at 800-542-2322, ext. 240.

Native American/American Indian Support Sessions for the 2010 Drug Free Communities Support Program Request for Applications

ONDCP, in partnership with SAMHSA, is pleased to announce that a support session for Native American/American Indian coalitions is being added to the DFC Applicant workshops at National Harbor, MD (same location as CADCA's National Leadership Forum). 

This support session is geared toward addressing the specific issues pertaining to meeting the statutory eligibility requirements and answering the questions within the 2010 DFC Request for Applications (RFA).  This session is eing facilitated by Mary Horsechief-Henderson and Sam Bradshaw, who both work for the Cherokee Nation.

Please register at https://www.cmpinc.net/dfc/registration.html and indicate that you will attend the Native American/American Indian Support Session in the location of your choice.  Participants in the Native American/American Indian Support Sessions are required to attend the morning workshop in each location before they will be able to attend the Support Session.

The morning DFC RFA workshops are scheduled to end at approximately 1:30pm. The Native American/American Indian Support Sessions will begin at 2pm.

Call for 2010 Request for Application Peer Reviewers

Individuals interested in being a DFC Peer Reviewers for 2010 MUST complete and return this form and your resume to SAMHSA by February 19, 2010. The timeline for the Peer Review process begins in May and will be completed in June. If you are interested in being a Peer Reviewer for the 2010 DFC RFA, please plan to attend one of four workshops in February. ONDCP, in partnership with SAMHSA, will be hosting a series of three webinars, then a workshop at CADCA's National Leadership Forum to recruit Peer Reviewers for the 2010 RFA. If you want to be considered for Peer Reviewing for this year's RFA, you MUST attend one of the webinars or the CADCA workshop. Even if you attended the workshop at the 2009 Mid-Year Training Institute, you will need to sign up and attend one of the webinars or the CADCA workshop on Peer Reviewing.
